Paid pardon brokers and erased restitution

Stage 2 of 5: Inquiry · Letters and records requests · Last development 16 Oct 2026

Lobbyists disclosed more than $2.1 million in 2025 fees from people seeking clemency, and CBS News reports brokers charge up to $3 million for access. Nursing-home executive Joseph Schwartz, sentenced for a $38 million tax fraud, paid lobbyists about $1.1 million and was pardoned in Nov 2025. Pardons have included officials convicted of corruption, such as former Tennessee House Speaker Glen Casada (17 counts) and Las Vegas councilwoman Michele Fiore (memorial-fund fraud). House Judiciary Democrats estimate the clemency grants have erased nearly $1.7 billion in restitution and fines.

The $1.7 billion figure is a Democratic staff estimate of amounts owed, not money collected. Disclosed lobbying is legal, many advisers are not required to disclose, and no pardon has been shown to have been bought.
